Housing Trust Fund/ Private Activity Bond Technical Assistance Webinar

Are you interested in developing Affordable Housing in El Paso County?

The Housing Trust Fund (HTF) provides gap financing loans to agencies with the experience to design and administer innovative housing programs.  HTF programs/projects may include, but are not limited to, the following:

• Development of new, affordable, accessible housing units (high priority)
• Preservation of existing, affordable, accessible housing units (high priority)
• Initial homeownership for low-income families
• Permanent Supportive Housing for Homelessness Prevention
• Special needs housing
• Housing rehabilitation

Private Activity Bonds (PAB) are issued to developers, nonprofit housing organizations, and other agencies that provide affordable housing.  The bonds are a form of tax-exempt financing issued by the County without assuming any debt responsibility.

The deadline to submit a HTF/PAB application is November 1, 2025, at 5 PM.
